Function: resolveConfig()

function resolveConfig(
   runtime, 
   env, 
   defaults
): ResolvedConfig;

Merges the three sources: the runtime file wins, then the build-time VITE_* values the app maps onto the same keys, then the app's defaults. Empty strings never win over a later source.
